Salary: $80,000 - $104,000

Location: Silver Springs, MD (Full-Time)

This position is contingent upon the successful award of the contract. The selected candidate will be expected to begin work upon confirmation of the contract, and the continuation of employment will be directly tied to the terms and duration of the awarded contract. Should the contract not be awarded or delayed, the hiring process may be adjusted accordingly.

Job Description

Defiant Federal is seeking an experienced and detail-oriented Project Manager to provide on-site project management, quality assurance, and operational support technical services to the U.S. Army's Walter Reed Army Institute of Research (WRAIR) and its associated facilities. The Project Manager will work independently and in collaboration with various government personnel to manage a range of projects at the WRAIR/NMRC site, as well as other WRAIR locations both CONUS and OCONUS as required. The projects will span facilities ranging from 22,140 square feet to 1,000,000 square feet and will involve the oversight of associated infrastructure and municipal systems (e.g., water, sewer, power).

This role will involve managing the full lifecycle of facility management projects, from project inception to completion, ensuring timely delivery, adherence to quality standards, and minimal disruption to ongoing operations. The Project Manager will provide critical coordination and support across various teams and stakeholders, including U.S. Army Corps of Engineers (USACE), Directorate of Public Works (DPW), and U.S. Army Medical Research and Development Command (USAMRDC).

Key Responsibilities:

  • Project Management Support: Provide on-site project management services for the WRAIR/NMRC facility located at FGA, Silver Spring, MD, and occasional remote support at OCONUS locations.

  • Prioritization & Development: Participate in the development of the WRAIR/NRMC project priority list, gathering input from department end users, and evaluating common area requirements for project development.

  • Coordination & Collaboration: Coordinate daily with on-site points of contact (POCs), including the COR and Facility Manager. Work closely with the U.S. Army Corps of Engineers (USACE), Directorate of Public Works (DPW), and U.S. Army Medical Research and Development Command (USAMRDC) personnel as needed.

  • Facility Engineering Work Requests (FEWRs): Review and scope Facility Engineering Work Requests (FEWRs), ensuring compliance with project standards and timelines.

  • Meeting Participation: Participate in pre-construction, staff, in-progress review, and other project meetings, ensuring that all stakeholders are aligned on project goals and milestones.

  • User Coordination: Work with WRAIR/NMRC end users to ensure timely review of contractor-submitted documentation, project status updates, and manage emergency/scheduled utility outages.

  • Construction Coordination: Ensure that construction activities and schedules are coordinated with end users to minimize disruptions to Government operations and services.

  • Utility Management: Oversee and monitor facility management support, particularly during construction contractor-scheduled utility outages, to ensure smooth operations.

  • Status Reporting & Record Maintenance: Regularly update the Facility Management Division's (FMD) weekly status worksheet. Maintain detailed project records within the Defense Medical Logistics Standard Support (DMLSS) database, including project title, location, contract information, personnel contacts, project value, and completion dates.

Qualifications/Requirements:

  • Proven experience in project management, ideally within facility management, construction, or operational support for government contracts.

  • Strong knowledge of facility management, construction processes, and related project management tools and practices.

  • Familiarity with working in military or federal environments is preferred.

  • Ability to effectively coordinate and communicate with multiple stakeholders, including internal teams, contractors, and government personnel.

  • Excellent problem-solving skills and the ability to adapt to changing project requirements.

  • Strong organizational skills, with attention to detail and the ability to prioritize multiple tasks.

  • Bachelor’s degree in a related field (e.g., Project Management, Engineering, Facilities Management) or equivalent experience.

  • PMP or similar project management certification is a plus.
