This position is contingent upon the successful award of the contract. The selected candidate will be expected to begin work upon confirmation of the contract, and the continuation of employment will be directly tied to the terms and duration of the awarded contract. Should the contract not be awarded or delayed, the hiring process may be adjusted accordingly.

Job Description:
Defiant Federal is seeking a dedicated and detail-oriented Quality Assurance Technician to provide on-site, non-personal quality assurance support services at the U.S. Army's Walter Reed Army Institute of Research (WRAIR) and its associated facilities. The Quality Assurance Technician will work independently and in collaboration with various government personnel to ensure that all operations, maintenance, repair, and construction work complies with safety, quality standards, and federal regulations. This role is critical in overseeing the quality of ongoing projects, ensuring compliance with safety protocols, and maintaining operational efficiency throughout the lifecycle of the projects.
The successful candidate will have experience in quality assurance for government projects, knowledge of construction and maintenance standards, and a strong understanding of safety and quality assurance regulations, including USACE Safety and Quality Assurance Engineering Regulations and National Fire Protection Association (NFPA) codes.
Key Responsibilities:
Quality Assurance Oversight: Evaluate the schedules, work performance quality, safety oversight, and coordination effectiveness of operations, maintenance, repair, and construction work in progress or in planning stages.
Meeting Participation: Attend and actively participate in all operations, maintenance, and construction meetings related to ongoing and upcoming projects. This includes daily coordination with on-site contractors performing operations, maintenance, and construction activities.
Compliance Monitoring: Ensure that on-site contractors comply with the National Fire Protection Association (NFPA) codes, Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) standards, safety regulations, and all applicable federal, state, and local agency criteria.
Documentation Review: Perform thorough reviews of all relevant project documentation to ensure it meets the required standards and specifications.
Weekly Reporting: Provide oral, weekly reports to government officials, keeping them informed of project status, potential issues, and progress.
Field Surveys: Perform field surveys to investigate existing layouts and conditions, ensuring the accurate execution of projects according to specifications.
Inspection Participation: Participate in final on-site inspections of completed preventive maintenance tasks and construction/repair projects. Provide input on the acceptability of completed work and recommend corrective actions as necessary.
Noise and Vibration Monitoring: Monitor construction noise and vibrations to minimize disruption to research activities within WRAIR/NMRC facilities. Take necessary actions to mitigate noise and vibration impacts on staff and equipment.
Coordination with Stakeholders: Coordinate with WRAIR/NMRC end users, the Directorate of Public Works (DPW), USACE, and USAMRDC personnel to ensure smooth project execution, proper documentation reviews, and that any scheduled or emergency utility outages are communicated effectively.
Utility Outages: Provide facility management support during contractor-scheduled utility outages, ensuring minimal disruption to government operations.
Pre-Construction and In-Progress Meetings: Attend and participate in pre-construction, staff, in-progress-review, and other project meetings to stay informed on project developments and contribute to decision-making processes.

Certifications:
USACE Construction Quality Management Certification (required).
Occupational Safety and Health Administration (OSHA) 30-Hour Course Certification (required).
Experience: Proven experience in quality assurance or construction management, preferably within a government or federal facility environment.
Knowledge: Strong understanding of quality assurance principles, safety protocols, construction standards, and federal regulations (e.g., EM 385-1-1, ER-1180-1-6).
